Section One General Principles

Item One To strengthen the administration of the environmental sanitation and create a clean, tidy and elegant JDA, promote both the material and spiritual civilization in the area, we make these rules.

Item Two Units and individuals in the industrial estate should obey these rules.

Item Three Environmental protection municipal administration, sanitation and turn the land green with parks and woods are in the charge of the department of land programming in JAD.

Item Four Units and individuals have the duty to keep the environment clean and tidy and have the right to dissuade of charge transgressing activities.

Section Two Guarantee an elegant appearance of city

Item One Within the zone constructions and architecture and other facilities should conform to the national standards for city appearance.

Item Two Any unit or reron should not occupy the two sides of the way and other public space , If the activities inside the red line scope are really necessary , The party should report to the development zone’s state land planning section for approval (such as set up a stall and construction material piling up etc.), and only after the relative formailties are completed.

Item Three All the units and persons facing the street with furnace mouths, chimneys and drainage pips should be forbidden , and not to place any things , rubbish , and junks and containers and tables and chairs outside on the street , and not to install on the street tap water.

Item Four Within the zone , all vehicles of taransportation should be placed in order and clean, Floor material and construction struction material trucks should promise not to drop things out , and the load should not exceed the limit.

Item Five The outdoors advertisements should first obtain the permit from the state land planning section of the zone and carry out the relative formalives. The placing unit should maintain them regularly , painting , and cleaning to make them look good.

Item Six Not permitted to scribble , paint or post slogans on the public construction , facilities and trees . For advertisement , you should go to the planning section of the sone for permission.

Item Seven Road name plates , door plates , transport pails , poad lamps , lamp oists m fire-fighting spigots , pipes for drainage , telephone booths , and dustbins inside the zone should be safeguarded and kept clean regularly. No unit or person is allowed to smear or move them.

Section Three Protection of environmental sanitation

Item One Don't scatter or discard waste residues, waste materials dirt, garbage etc. Don't discard waste on the ground, into water, green belt other than designated areas.

Item Two According to the Criteria of Sanitary equipment, garbage cans, transfer posts etc. should be put up in each unit. And put life garbage and industrial waste separately or they both will be charged as industrial waste.
Item Three Stores Residents should throw life garbage into the nearby garbage cans, or designated garbage.

Item Four The money charged from cleaning, collecting, transferring and disposing the life garbage will be used to maintain and build public facilities of disposing life garbage and will receive the supervision from the public.

Item Five Disobeying the above rules, any of the following behaviors will be warned and required to correct mistakes in a time limit and compensate for a loss and will be fined 100-150 Yuan.

The harmful rubbish is mixed with the daily rubbish;

Not according to the specified location and other requirements dump the rubbish and the construction waste mud;

At will dismantle ,damage rubbish container ,and treatment facilities;

Without proper permission occupy the road for material pile-up or illegal construction;

Damage the greenizatton facilities and the green belt’s flowers or saplins;

Section Four Sanitation free collection

Item One According to “FUJIAN PROVINCE ENVIRONMENTAL SANITATION PAID SERVICE COLLECTION STANDARDS” ,considering the actual conditions of the sone ,We make the collection standards.

Item Two Development zone’s environmental sanitation service fee standards.

1, Every society and enterprise unit’very society and enterprise unit’sliving rubbish sanitation fee standards;
Unit with a staff of not more than 100 ,each person charged 1.2 yuan monthly
Unit with a staff of not more than500 and more than 100 ,each person charged 1 yuan monthly;
Unit with a staff of not more than 500 ,each person charged 0.8 yuan monthly

2, Cleaing the road and specialized area 0.07 yuan/month and square meter;

3, Temporary stalls , night-stalls 2.00 yuan/set and square meter;

4, Street-fronts shops 6-12 yuan/set and month;

5, Take your place for dumping and transporting living rubbish and industrial waste not exceeding the national waste not exceeding the national discharge standards 30 yuan fer cubic meter;

6, Living house 3.0 yuan each;

7, The occupation of the road for material piling up ,1 yuan/day and square meter.

Item Three Every unit and living house must pay the sanitation fee before the fifth day of the first month of every three months ,otherwise the delay will be charge accordingly and as per 20% of the due total.

Item Four This pact will become effective after JANUARY 1ST ,2002.

Item Five This pact is passed by the seventh joint-friendship meeting of the development zone’s general directors and managers and has a binding power.
